Rules of Operation
WHAT IS WCTV?
Whitewater Community Television (WCTV) is a private, not-for-profit organization. It is a membership organization governed by a volunteer board of directors, elected by the membership. Its primary goal is to empower individuals and groups from the community to produce programs by, for and about the Wayne County area. WCTV provides development in media literacy and video production training as well as the facilities needed to produce local community programming. It helps people become effective communicators and users of emerging and traditional communication technology. WCTV also produces programs of community government meetingsand, when appropriate, work-for-hire productions.
HOW DOES WCTV OPERATE?
WCTV operations, facilities and channel space are governed by policies developed by community volunteers who serve on the Board of Directors. Day-to-day and ongoing activities and functions of WCTV operations are carried out by a professional staff under the direction of the General Manager. The General Manager is contracted by and reports to the Board. WCTV operates according to a set of Rules and Procedures, which are developed by the WCTV staff and ratified by the Board of Directors. The Rules and Procedures guide WCTV staff decisions that ensure equipment and resources are available to the widest number of people who want to produce programs, on a first come, first served basis.
WHAT IS THE ROLE OF WCTV STAFF?
WCTV technical staff trains and assists producers in creating programs, is responsible for the maintenance of all equipment and schedules programs for playback on WCTV channels. The Administrative staff manages the day-to-day business operations of WCTV. WCTV technical staff program production is dictated by community interest needs and the General Manager.
WHAT ABOUT WCTV MEMBERSHIP?
You MUST be a member to produce programs with WCTV equipment and facilities. WCTV membership is open to all individuals and organizations. All members have voting privileges and receive a newsletter. Membership benefits, such as discounts on dubbing fees and advanced training, are defined according to the membership level. Memberships are good for one calendar year. Organizational memberships are available for not-for-profit and profit organizations and businesses.
