GENERAL INFORMATION

WHAT IS WCTV? Whitewater Community Television (WCTV) is a private, not-for-profit organization. It is a membership organization governed by a volunteer board of directors, elected by the membership. Its primary goal is to empower individuals and groups from the community to produce programs by, for and about the Wayne County area. WCTV provides development in media literacy and video production training as well as the facilities needed to produce local community programming. It helps people become effective communicators and users of emerging and traditional communication technology. WCTV also produces programs of community government meetingsand, when appropriate, work-for-hire productions.

HOW DOES WCTV OPERATE?
WCTV operations, facilities and channel space are governed by policies developed by community volunteers who serve on the Board of Directors. Day-to-day and ongoing activities and functions of WCTV operations are carried out by a professional staff under the direction of the General Manager. The General Manager is contracted by and reports to the Board. WCTV operates according to a set of Rules and Procedures, which are developed by the WCTV staff and ratified by the Board of Directors. The Rules and Procedures guide WCTV staff decisions that ensure equipment and resources are available to the widest number of people who want to produce programs, on a first come, first served basis.

WHAT IS THE ROLE OF WCTV STAFF?
WCTV technical staff trains and assists producers in creating programs, is responsible for the maintenance of all equipment and schedules programs for playback on WCTV channels. The Administrative staff manages the day-to-day business operations of WCTV. WCTV technical staff program production is dictated by community interest needs and the General Manager.

WHAT ABOUT WCTV MEMBERSHIP?
You MUST be a member to produce programs with WCTV equipment and facilities. WCTV membership is open to all individuals and organizations. All members have voting privileges and receive a newsletter. Membership benefits, such as discounts on dubbing fees and advanced training, are defined according to the membership level. Memberships are good for one calendar year. Organizational memberships are available for not-for-profit and profit organizations and businesses.

COMMUNITY PRODUCERS ELIGIBILITY

AVAILABILITY - WCTV production facilities are available to all member groups and individuals on a first come, first served basis for the purpose of non commercial community access cablecasting. Any use of these facilities that is commercial in nature and/or not intended to result in a program cablecast on the access channels is forbidden. Noncompliance to the above may result in being banned indefinitely from the facility.

MEMBERSHIPS - Proof of membership is required beforeany individual may receive benefits.

AGE - Although there is no minimum age restriction, residents under the age of 18 years must have on file a Parental/Guardian Consent and Financial Liability Form. Those under the age of 16 will not be permitted to check out equipment or use production facilities unless accompanied by an adult. The General Manager has the latitude to deny any resident under the age of 18 access to the WCTV facilities/equipment on said premises without the presence of a parent or legal guardian, or professional instructor. Users of all ages must complete all appropriate certification requirements as set forth in these rules and procedures.

TRAINING

WORKSHOPS - Television production workshops will be provided by WCTV to individuals to provide a basic foundation and hands-on experience related to the production of community access programming. Basic workshops will be offered monthly, requiring no prior television experience. Specialized workshops will also be available to organized groups with a specific programming objective.

INTERMEDIATE WORKSHOPS - Intermediate workshops will be offered quarterly in remote production, linear editing, camera operation, directing, interviewing techniques and studio production. Successful completion of basic and intermediate workshops is required before users are permitted to register for the advanced courses.

ADVANCED CERTIFICATION WORKSHOPS - Specialized workshops will be offered quarterly in such areas as non-linear editing, lighting, directing, and program promotion. Prerequisites may vary depending on the workshop. Advanced certification requires completion of a cablecast program.

REGISTRATION - Production workshops will be scheduled on two Saturdays each month. Advanced registration for production workshops will begin approximately on the first day of the month prior to scheduled classes. December 1st, for example, would be the first day users can sign up for workshops in the month of January. Registrations will be accepted and approved on a first-come, first-paid basis. Advanced workshops will be scheduled quarterly.

CERTIFICATION - Users who attend all workshop sessions and successfully demonstrate the ability to operate the video and audio equipment will be considered certified WCTV users, providing them access, without charge, to the equipment on which they have been trained. Completion of each production workshop will be indicated on the user's membership card and filed at WCTV for purposes of volunteer recruitment and proof of certification. Users may also be required to fill out Workshop Evaluation forms.

WORKSHOP FEES - A nominal fee may be charged to cover the cost of materials of the production workshops. Payment in advance is required to register. Refunds are available providing the registrant notifies WCTV of the cancellation one week in advance of the first class session.

WAIVERS - Workshop waivers may be awarded to WCTV members at the discretion of the General Manager providing the individual demonstrates proficiency in the use of requested equipment.

CERTIFICATION RENEWAL - To keep certification active, you must maintain a current membership and must use the equipment; or facilities at least once a year. After a period of one year without use of equipment or facilities, you will be asked to demonstrate proficiency on the equipment you wish to use.& If you cannot demonstrate proficiency, you may be asked to attend a refresher training workshop.

EQUIPMENT AND FACILITIES USE

PREREQUISITES AND LIMITATIONS - Having successfully completed the appropriate training session, access users may schedule WCTV equipment and facilities for the production of access programming. No person will be permitted to operate WCTV equipment without first completing the appropriate workshop. Limits have been placed on the total number of hours each facility may be reserved per month to encourage use by as many individuals and organizations as possible. These hourly restrictions break down as follows:

Production facilities may not be reserved for consecutive sessions.

PRODUCTION EQUIPMENT/FACILITY REQUESTS - Upon receiving approval of the program proposal, the user may submit a WCTV Production Equipment Request form to reserve equipment or a Facility Request form to reserve facilities. These requests must be submitted in person. No production equipment will be reserved via telephone. A Production Schedule Book will be accessible to all users to indicate facility availability. Under no circumstances may users reserve time in the Equipment/Facility Book on their own. Production Equipment/Facility Request forms will be processed by WCTV staff on a daily basis. Users will be notified only if there is a time conflict and equipment or facility is not available.

CANCELLATIONS - In the event a user fails to use the equipment and/or facility reserved without 24-hour notice of cancellation, that user may be prohibited from use of that equipment and/or facility for a period of 30 days. Users showing up 30 minutes late for use of reserved production equipment or facility without notification, relinquish their reservation, which may then be available to other users. Users may also be prohibited from use of that equipment or facility for a period of thirty days. Repeated offenses may result in indefinite suspension, loss of WCTV certification, and necessary legal measures.

DAMAGE OR LOSS - Users will sign the WCTV Equipment/Facility Request form agreeing to be financially responsible for damage or loss of equipment during the period it is reserved in their name. Lost or damaged equipment must be replaced with identical equipment within thirty days. Failure to comply within this time period will result in suspension from use of all WCTV equipment and facilities until the lost or damaged item has been replaced or repaired, or may result in legal action. The user will not be responsible for normal wear and tear of equipment.

CHECK OUT - Portable equipment will be checked out and in by WCTV. Equipment will be thoroughly examined both at check out and return to determine the condition of the equipment at that time. Users should allow time in their production planning for this procedure.

PRACTICE - New workshop graduates may reserve production equipment and facilities for the purpose of practicing. It is understood however, that access productions in progress will take precedent and the user may be required to relinquish their practice time to facilitate the completion of the production.

CONFERENCE ROOM - The conference room may be reserved on a first come, first served basis by any community organization for a special meeting or event. The conference room may only be reserved on a regular basis by organizations conducting WCTV related business.

EQUIPMENT AND FACILITIES - The equipment and facilities are provided for the express purpose of producing programs for cablecast on the community access channels. The use of equipment to produce programs for private use only or for personal or commercial gain is prohibited.

PROGRAMMING

PROGRAM ORIENTATION MEETING - All producers are required to meet with the General Manager or Production Manager prior to the production and scheduling of any new programming.

PROGRAM CONTENT - Presentation of materials designed to promote the sale or exchange of a good or service is prohibited on WCTV. In regards to all other materials, it is the policy of WCTV not to preview such material for the purpose of censorship. WCTV shall not act as a censor to such materials prior to transmission on the access channels. However, presentation of the following materials on the access channels is specifically not authorized by WCTV, and may subject the producer or other responsible party (or parties) to criminal prosecution or civil liability:

  • Any advertising material designed to promote the sale of commercial products or services
  • Any obscene or indecent material
  • Use of unauthorized copyrighted material
  • Material that defames any racial, ethnic, sexual, age or religious group
  • Any advocation of violence or fighting words which are designed to invoke violence
  • Noncompliance with applicable Federal, State and local laws and regulations.
  • Any slanderous or libelous materials
  • Any delierate misinformation which may result in harm to any Individuals
  • Any advertisement of or information concerning any lottery, gift enterprise, or scheme offering prizes dependent in whole or in part on chance

A disclaimer shall be contained at the beginning and/or end of each program stating: "The views and comments expressed on this program are those of the producers and not those of WCTV."
Videotaped programs must be submitted to WCTV at least seven (7) days in advance of their scheduled cablecast. Content outlines and/or scripts for proposed "live" programming must be provided to WCTV staff at least fourteen (14) days in advance of scheduled cablecast.

VIEWER COMPLAINTS - WCTV staff will notify producers of the nature of all viewer complaints. Viewers wishing to file a formal complaint may do so in writing on the form provided by WCTV for this purpose. ìViewer Complaintî forms and a description of the complaint process are available at WCTV upon request. All formal, written complaints will be presented to the Board of Directors for review unless resolution of the complaint can be accomplished to the satisfaction of all parties at an earlier stage in the process. Programming cannot and will not be pulled without express permission of the producer and/or Board of Directors.

PROGRAM SCHEDULING - All users must submit, sign and complete an Application for Presentation form which shall include their name, address, phone number, program description, requested day, date and time, as well as a statement of compliance with the rules and procedures set forth in this document. These requests must be submitted in person. No scheduling can be done via telephone. Requests for channel time will be processed on a first come, first served basis. Users will be notified only if there is a time conflict and the channel time is not available.

LOCALLY PRODUCED PROGRAMMING - Programs produced through the facility by WCTV members or directly produced by individuals or organizations through other area production facilities may be scheduled for cablecast on WCTVís channel a maximum of four times. WCTV reserves the right to schedule the program an additional four times. A minimum of 50% program content must be locally produced. WCTV reserves the right to waive these restrictions on a case by case basis.

IMPORTED PROGRAMMING - All programming not produced locally must be sponsored by a local individual or organization. Imported programs may be scheduled on the access channel a maximum of four times. WCTV reserves the right to schedule imported programs in available time slots and may schedule additional times on the access channel. All imported programs must contain opening and closing credits including the name and a means of contacting the local individual or organization sponsoring the program.

LIVE PROGRAMMING - WCTV reserves the right to pre-empt any program for the presentation of a ìSpecial Liveî production. In such cases, WCTV will reschedule the pre-empted program and notify the producer or sponsor of the scheduling change. All live programming must be simultaneously videotaped on WCTV stock and a copy left at WCTV immediately following the production.

REGULARLY SCHEDULED SERIES - Regularly produced, local series may occupy two regularly scheduled time slots per week. Regularly scheduled time slots may be reserved in blocks of 90 minutes or less on a yearly basis. Programs must be delivered to WCTVís programming manager in a consistent and timely fashion. Failure to provide new programming two weeks in a row may result in the loss of the regularly scheduled time slot.

TECHNICAL REQUIREMENTS - All programs will be cablecast on S-VHS or VHS. Programs submitted for cablecast on other videotape formats must be transferred to S-VHS or VHS. In the event the user cannot make the transfer, WCTV staff may transfer the program if it is on 3/4-inch tape. A transfer fee may be charged to the user for this service. Additional technical requirements are as follows:

  • All videotapes submitted for playback on WCTV must contain 10 seconds of black or a countdown immediately preceding the program and begin within the first 90 seconds of tape. A minimum of 60 seconds of black must follow the conclusion of each program. Tapes may not contain any extraneous video material.
  • All programs must contain a consistent control track.
  • All locally produced programs using WCTV equipment and facilities must contain opening and closing credits including the following required statement: "PRODUCED THROUGH THE FACILITIES OF WCTV, CONTENT OF THIS PROGRAM IS THE SOLE RESPONSIBILITY OF THE PRODUCER AND DOES NOT NECESSARILY REFLECT THE VIEWS OF THE WCTV STAFF AND BOARD OF DIRECTORS."
  • Only one program may be submitted on each videotape.
  • All programs must contain labels on the tape container. Labels must include the program title, subtitle (when applicable) and exact length to the nearest second. Labels for locally produced programs will be provided by WCTV.
  • All imported programs must contain a disclaimer at the beginning and/or end of each program. For example: "THE CONTENT OF THIS PROGRAM IS THE SOLE RESPONSIBILITY OF THE PRODUCER AND DOES NOT NECESSARILY REFLECT THE VIEWS OF WCTV AND BOARD OF DIRECTORS."

UNDERWRITING - Underwriting of programming produced with WCTV equipment is permitted based on the following limitations and criteria:

  • Producers may not solicit any monetary support for the production of any access program except through a legitimate grant giving organization unless the Producer has explicit permission of WCTV.
  • Producers on their own behalf, may solicit ìin kindî contributions such as food, set materials and other equipment necessary for the production of their program in return for underwriting credit.
  • Underwriting credit shall be limited to the following:
  • The visual and/or audio presentation of the name and logo of the underwriter during the beginning and ending credits of the program only.
  • A maximum of 10 seconds is permitted for identification of an underwriter.
  • A maximum of five (5) underwriters may support any given programor series of programs.
  • Any commercial statement or mention of a product, service or any other activity by which the underwriter might generate a profit is prohibited.
  • The specific address and phone number is permitted only for underwriters of not-for-profit status. Identification of the city and state where the underwriter is located is permitted in all cases.
  • Any deliberate presentation or emphasis on any visual sign, banner, logo or other item identifying the underwriter other than in the opening and closing credits of the program is prohibited.
  • Producers violating the underwriting guidelines set forth herein will be denied access to WCTV equipment thereafter.

CABLECASTING GUIDELINES

An Application for Presentation form must be completed by theproducer for each program submitted for cablecasting. The form states, among other things, that the producer is solely responsible for the content of the program and the producer has all necessary performance and copyright clearances.

A Talent Release must be signed by the event organizer and a representative of each act performing at the event. A performance is defined as an entertainment, theatrical or informational presentation.

The WCTV program schedule is subject to change without notice.

WCTV reserves the right to schedule adult programming between the hours of 10:00 p.m. and 5:00 a.m. A producer may appeal this decision by a written request to the Board of Directors for review at their regular meeting.

VIDEO TAPE

AVAILABILITY - A maximum of 3 videotapes per program will be available to users for production of access programs. All videotape provided by WCTV must be stored at WCTV. Users may check out their videotapes for use during scheduled production times only. Users are permitted to use their own videotapes for the production of access programs.

RECYCLING - Tapes on which a project has begun, but has not been completed, will be held for a period of two months. If no work is done on the production within that time period, the tape will be recycled. All videotapes will be recycled after scheduled showings are completed unless arrangements are made to replace the tape, have a copy made or the users and WCTV staff agree to hold the tape for future use.

OWNERSHIP - The access user retains all copyrights to the program content regardless of whether the user or WCTV provides the tape stock. However, when the user is using WCTV tape stock, the videotape itself is the property of WCTV. In the event a user desires to keep the program, arrangements must be made to replace the tape with new identical tape stock or have a copy made.

DUBBING - Users may not use WCTV equipment to make free copies of their programs. Individuals who would like copies of their programs may produce the program on their own tape initially, record the program off the cable system when it airs or request a dub from WCTV for this service. Dubs may be requested for completed programs only and only after they have been scheduled for airing on the access channel. Copies of raw footage are not permitted. WCTV reserves the right to provide copies upon request, to the general public of all programming produced through WCTV production facilities unless permission to do sois specifically denied in writing by the producer.

DAMAGE OR LOSS - The user shall be financially responsible for loss or damage to videotapes while in their possession. Users are not responsible for normal wear and tear or damage due to malfunctioning WCTV equipment.

PERSONAL CONDUCT

SMOKING - Smoking is prohibited in all areas of the WCTV facility.

FOOD AND DRINK - Consumption of food and beverages is restricted to the conference room only. Users are responsible for cleaning up after themselves and those associated with their production. Food and drink are prohibited in the conference room during production workshops.

LOITERING - Loitering is not permitted. Any individual present on premises of WCTV who has not reserved a production facility, is not directly involved in a production or is not conducting official WCTV business, is considered to be loitering. Users may arrive a maximum of 30 minutes before the time a specific production facility has been reserved for their program.

SPIRIT OF COOPERATION - WCTV users are expected to exhibit a spirit of cooperation at all times. The facility belongs to everyone. Courtesy, understanding and flexibility will result in a more productive facility for everyone.

HARASSMENT - It is the policy of WCTV to promote a work place free of tensions involving matters which are not related to WCTV business. It is the policy of WCTV that an environment of tension created by ethnic or religious remarks, offensive jokes or language, animosity, unwelcome sexual advances, requests for sexual favors, or conduct of a sexual nature does not belong in the communityís television facility. Sexual considerations or favors shall not be used a condition of employment, volunteer status, use of the facility, scheduling, or affect any personnel decisions, such as hiring, promotion, or compensation. If any such verbal or physical conduct interferes with an individualís work performance or volunteer status, or creates an intimidating, hostile, or offensive work/volunteer environment, the offended individual shall notify management. The claim will promptly be reviewed and investigated.

PROGRAM AND TAPE RIGHTS

AUTHORSHIP - Although all non-commercial copyrights and content responsibilities belong to the producer, the actual tape stock belongs to WCTV. WCTV does have the right to show WCTV programs or any portion of them, for purposes of promotion, etc.

RECOVERING COST OF PROGRAMS - Copyright ownership of programs produced through WCTV facilities does not extend to sale of the program or commercial distribution of such. (If the program is sold or leased or put into commercial distribution, WCTV must be reimbursed for all production costs.)

A producer may recover the cost of a production for the:

  • Copying or distributing a program produced with WCTV facilities
  • Of work time invested in the production of a program as staff of a nonprofit organization; WCTV member as a part of their paid work assignment; or as an independent producer receiving compensation through a 3-way Production Agreement

PRIOR PERMISSION FOR DUBS OF OTHERS - WCTV will not make copies of programs for anyone without the producer's permission. Crew and talent may be given prior permission for dubs by including them in the "Crew and Talent" section of the Playback Request Form.

WCTV MASTER TAPES - Once a program has cablecast, the producer can purchase the master. If it is not purchased, WCTV will keep it on file for one year and then recycle it. WCTV reserves the right to playback any program at any time, to ìbicycleî the program to other cable systems for non-commercial use, and to use excerpts of programs in promotional events.

  • You can request dubs of your tape only after it has been through its cablecast cycle.
  • You cannot dub your tapes using WCTV equipment.
  • You can check out your tape for 48 hours and have it dubbed out-of-house.
  • WCTV will make dubs for a fee.

ABOUT GETTING PAID FOR PRODUCING PROGRAMS

SOURCES FOR FINANCIAL AID - Sometimes a producer can recover costs through grants from foundations, organizations or individuals.

3-WAY PRODUCTION AGREEMENT - If an independent producer is creating programs for an organization or individual, and receives compensation for production time, the producer must file a 3-way Production Agreement signed by the organization providing the compensation, by the producer and by WCTV. This does not apply to producers working for organizational/individual members of WCTV, but strictly to those who receive compensation from organizations/individuals, which are not WCTV members.

ORGANIZATIONAL UNDERWRITING - The WCTV underwriting policy will allow individuals and businesses to be solicited to underwrite the general operational costs of WCTV. For an annual fee, underwriters will be identified with an on-screen acknowledgement that will be a part of the 24-hour program community board/event calendars that appears on channels 11, 20 and 21 while programs are not running. Underwriting will be for a 12-month (365-day) period. The on-screen acknowledgement will include: the underwriterís name, address, phone number, and one-line message or product/service description.

PROGRAM OR SERIES UNDERWRITING - All monetary underwriting (contributions and grants) sought by individual program or series producers must go through WCTV in a formal, contractual way. Producers seeking underwriting are to state their intentions prior to production approval and to clear all requests and materials through the WCTV General Manager. Soliciting present or previous WCTV underwriters is prohibited. Individual program underwriting is designated a lower organizational priority than WCTV organizational underwriting.

MEETINGS AND VIEWING PARTIES

VIEWING PARTIES - As possible, WCTV will provide space for individuals or organizations to host "Viewing Parties" to view programs for select audiences. Viewing parties are subject to the limitations of space, equipment and staff resources. The program must be scheduled for cablecasting before the producer can make reservations for a viewing party. The producer can supply food and drink at their party, but no alcoholic beverages. The producer is responsible for the conduct of guests and clean up after the party.

MEETINGS - As possible, WCTV will provide meeting space for any series production planning. Space is scheduled on a first-come, first-served basis, based upon availability. Meeting room space can only be reserved by individuals or organizations with programming in progress. Set-up and cleanup are the responsibility of the person scheduling the meeting space.

VARIANCES

DEFINITION/POLICY OF VARIANCES - A variance is an authorized exception to a rule. A separate variance is required for each additional exception. For example: there is a rule which states equipment may only be checked out for 24 hours at a time, (excluding weekends). If a producer wants to check out the portable equipment Monday through Wednesday, then the producer needs one approved variance. If a producer wants to check out the portable equipment Monday through Thursday, then the producer needs two approved variances. Variances are not automatically guaranteed, but will only be approved if the producer can offer a compelling reason for allowing the exception. Variances are to be used for unforeseen emergencies, not poor planning. Each producer is allowed six variances within a calendar year. No additional variances will be approved. There will be no variances approved to raise allocation amounts.

PROCEDURE FOR RECEIVING A VARIANCE - Fill out a Variance Request . If your request is honored, it will be signed by WCTV management and placed on file.

OUT-OF-HOUSE/OUT-OF-COUNTY PROGRAMS

DEFINITION/POLICY OF OUT-OF-HOUSE TAPES - WCTV will accept out-of-house programs for cablecasting. Out-of-houses means that they were produced without the use of WCTV equipment or facilities. Out-of-house tapes cannot comprise more than 25% of total program time on WCTVís channels. Only single-program tapes will be accepted. Out-of-house programs are cablecast on channel 21 only.

COUNTY/CITY RESIDENT SPONSORSHIP - An out-of-county program must be sponsored by a Wayne County resident. The person providing the tape will be asked verify their address. A PO Box is not an acceptable address. If the provider supplies any false or misleading information, the tape will not be cablecast. Providing false or misleading information could result in forfeiture of the right submit future programs, to participate in training or to use WCTV facilities.

TECHNICAL STANDARDS FOR OUT-OF-COUNTY TAPES - The tape must meet WCTV technical standards and must have the name of the local sponsor shown at the beginning and end of the program. WCTV technical standards are available from the Production Director. The same content restrictions apply to both local programs and out-of-house/out-of-county tapes.

PROCEDURE FOR SUBMITTING AN OUT-OF-HOUSE/OUT-OF-COUNTY TAPE FOR CABLECAST

  1. Fill out a Playback Request Form, Residency Verification form and Statement of Compliance and give them with the tape to the Program Director. Local programs have priority, so only limited times will be available for out-of-house programs. Generally, the program will be scheduled to play 4 times.
  2. If the audio or video is not up to WCTV technical standards, the Program DIRECTOR will call the provider. It is the provider's responsibility to correct any problems. The provider cannot use WCTV equipment to correct any problems unless he or she is certified by WCTV to use the equipment needed.
  3. It is the provider's responsibility to pick up the tape after it has run its playback cycle. All tapes not picked up within two weeks become the property of WCTV.

WCTV equipment is available for lease for the production of video programs on materials for commercial or private use. Current rate card prices are available through WCTV staff. WCTV producers creating programs for cablecasting have priority. Therefore, no equipment will be leased if it has been reserved for a WCTV production.

SERIES RULES

ABOUT PRODUCING A SERIES - A series is a group of programswith a similar theme or idea. To be eligible to produce a monthly series, you must have produced at least three programs and scheduled them for cablecasting. To be eligible to produce a twice-a-month series, you must have produced at least six programs and scheduled them for cablecasting. To produce a weekly series you must have completed two previous monthly or twice-a-month series contract. (Exceptions may be made, at the discretion of the Production Director.) These programs must have been produced in the same format in which you plan to produce the series.

All series producers sign a contract with WCTV agreeing to produce a specific number of programs for cablecasting on specific dates. If you fail to produce and provide for cablecast, four programs for a weekly series, two programs for a twice-a-month series, or one for a monthly series, the series contract will be canceled. If you produce programs outside of those you agreed to in your contract without a variance, you will be in violation of the contract. Any contract violation may be grounds for canceling a series. If your series is canceled for any reason, you will not be granted another series contract without the permission of the General Manager.

SERIES CONTRACTS - All Series Contracts will be for 12 months beginning on January 1 and ending on December 31. Monthly series have 12 programs; twice-a month series have 24; weekly series have 52. If there is room on the channels, a new series can begin in July, however, all contracts will end on December 31.

YOUTH PRODUCER GUIDELINES

For the purpose of these guidelines, Youth shall be defined as any individual under the age of 18 years old.

  • To produce a show, any youth producer must have a sponsor or parent sign the Statement of Compliance/Financial Responsibility and all production project forms that pertain to content and equipment liability.
  • To attend orientation and producer workshops, a youth must have a sponsor or parent attend with them to sign all paperwork.
  • Youth sponsor or parent is encouraged to attend all training in order to understand the liabilities inherent in video production.
  • Certified youth producers have the same rights as other certified producers, with the exception that their parent or sponsor accepts all financial liability and legal responsibilities.

GUIDELINES FOR IDENTIFYING AND SCHEDULING ADULT AND POTENTIALLY OFFENSIVE PROGRAMMING AND DEFINITION OF LATE NIGHT CABLECAST TIME SLOTS

GUIDELINES - The following guidelines are provided to assist WCTV producers and staff in determining what may be ADULT and POTENTIALLY OFFENSIVE program content or subject matter.

These guidelines are not intended to limit or discourage free expression. They are, in fact, intended to create a balance between the PRODUCER'S right to free speech and the VIEWER'S right to make informed decisions about appropriate cable television programming within their own home or business. The WCTV program schedule is determined by two primary guiding principles:

  • First come, first served
  • Reasonable and appropriate time, place and manner

NOTIFICATION - The PRODUCER is required to notify WCTV when requesting live cablecasting or playback, that a program contains or may contain material that may be considered inappropriate for children and young audiences due to potentially offensive, adult, violent or indecent content or subject matter.

VIEWER WARNING - The PRODUCER must include the following text on the screen for a minimum of 15 seconds at the beginning of the program (if the program is longer than 30 minutes the same Viewer Warning must be shown for a minimum of 15 seconds within the 30th minute of program content):

THE FOLLOWING PROGRAM CONTAINS MATERIAL WHICH MAY BE OFFENSIVE TO SOME VIEWERS OR INAPPROPRIATE FOR VIEWING BY CHILDREN AND YOUNG PEOPLE. VIEWER DISCRETION IS ADVISED. THE CONTENT OF THIS PROGRAM IS SOLELY THE RESPONSIBILITY OF (INSERT PRODUCER NAME) AND NOT THE WCTV STAFF, BOARD, MEMBERSHIP OR ASSOCIATES.

LATE NIGHT CABLECAST - In keeping with standards and appropriate time, place and manner, all Adult and Offensive programming premiers and playbacks will be scheduled to be cablecast in late night time slots on a first come, first served basis. Late night time slots are defined as: after 10:00 p.m. in the evening and before 5:00 a.m. in the morning.
